RTV Theory and Practice - Special Issue

During the first three уеагз of our on-the air broadcasting , the City College of New Уогк will provide most of the топеу to keep us going . With the f acilities , space and services the College provides, anđ with the salaries they рау , CCNY is putting the eguivalent of at least $50,000 a уеаг into this station. In our fourth уеаг we want to begin to increase оиг budget, so that we can buy тоге eguipment, hire тоге staff , open a remote studio off the CCNY campus , and start other projects important to our ability to meet the needs of the Harlem community . We fell that our listeners should support these projects . And that our listeners should begin to contribute to the general support of the station. If our budget is $7 5,000 in our fifth уеаг , we hope the listeners will provide a third of that amount. If our budget is $lOO,OOO in our eight уеаг , we hope our listeners will provide one half of that amount. If our buđget is $150,000 in our tenth уеаг , we hope our listeners will provide two-thirds of that amount. Аге we being unrealistic to ask the community to provide $lOO,OOO to run this radio station ten уеагз from now? Haybe we аге , but we don't think so . Listener support in that amount is a lot to ask for . It will really depend on what we аге doing for the community then. Anđ we can , and will, keep looking for other sources of топеу . But what we want to get across here is that neighborhood radio is radio of , by , and for the community it serves . That means that the community needs to support their radio station with their listening to and commenting on programs , with their volunteering to work on station projects , and with their contributing to the ongoing financial needs of the station. So you see neighborhood radio is not free . But then neither is commercial radio, as we hope we have demonstrated. It's just that we аге up front about how much we cost whiie the commercial station's aren't. Section Five : THE PURPOSES OF WHCR In the last section , we tolđ you why WHCR is not free m the sense that we ask listeners to contribute to the finances of the station . Now we want to tell you how WHCR is "free" . To do so , we need to take a quick look at some of the ways radio is done elsewhere in the world .
