The Communit/ Program in Health and Physical Education ; A summer program the College sponsors for over two hundred youngsters from Harlem . Department of Psychology : The Department maintains an active and community-oriented child psychotherapy program through its Harlem outreach centers . The Hedical School; Just beglnning operation is a medical school which grew out of the Biomedical Education Program . It will concentrate on inner-city heaith care needs.. These are just a few of the more than four dozen programs that the Coliege offers as part of its Urban Educational Hodel of linkages to the neighborhood and the city . Most of these programs have .been featured , or will be in the future , on WHCR J s offerings . WHCR hopes to combine with other college and community Institutions to become an informational and cultural resource center for the area . We see the distribution of important information for people in this neighborhood as a professional goal of the station . WHCR is here to stay - anđ we want to work , with everyone who is willing to join us , to make neighborhood radio , the sharing of mformation , and commumty communication a reality for City College and m Harlem . 111 . CONCLUSION As stated earlier , the WHCR Conceptual Manual of the previous section is a fictional exercise . The rhetorical intention behind it was to encourage and Influence those who came in contact with it to plan the station incorporatmg the innovative ideas for neighborhood radio it articulates into WHCR policies . Had this "document of the future" succeeded m its persuasive strategy , WHCR would be organized and programmed along lines drastically dif f erent than апу other college radio station , and WHCR would be a unigue mstitution worldwiđe . Instead , after two years on the air , WHCR is still a fragile entity , with only опе paid staff member (the station manager, of whom there have been two m its time on-air), a small budget , few volunteers ,
