advocacy of the document's proposals , revised to reflect his own attitudes and concerns - which is, of course , the hope and design of the open discourse attempted in the Manual draft. That approach failing , the strategy shoulđ be to replace the current manager with a new manager most sympathetic to the document's approaches - a delicate and complicated proceđure , to be sure , but not impossible nor inappropriate in the institutional reality . Seconđ, anđ more important, a community base must be created' for WHCR anđ for neighborhood radio . The grassroots articulation of such goals as the Hanual presents has been nonexistent. Conceptual manual or not, this situation is a fatally f lawed circumstance for the College anđ for WHCR . It has been a failure of station and College personnel since the inception of broadcasting that the development of a community base for WHCR has been neglected , Radio as a force for the cultural identity of Harlem cannot exist without the community communicating among its elements , to the College and WHCR, and to the external municipal and larger groupings which affect Harlem's existence . More guestions than answers have been raised in this paper . But this is appropriate аз the issues involveđ in the unique evolution of a community radio station for the neighborhood of Harlem and the equally unique praxis of the attempt to bring broadcasting theory to actual station practices via the device of the WHCR Conceptual Hanuai bubble to the surf ace , These are funđamentally the issues : of communicating to the community, of small-scale broadcasting for political and cultural development, of ethnic identity through radio programming, and of institutions serving the needs of their constituencies through their media output. They are , of course, not new issues ; most of them are old, evolved from centuries of epistemological debate . But, even if they are not new, they are the issues for expioring rađio, and communication , in the twenty-first century .
