The prođuction technolog/ will be very simple in order to have inexpensive anđ nationally produced eguipments . Content of the message, its language, style, presentation topics and categories will be determined in accordance with values and traditions of target areas . Particular đialects of different areas will have priority in determining the message content. A simple presentation styie will be necessary for the audience comprehension . Auđience participation could be incorporateđ through outdoor recording of the audience responses , suggestions and interviews . Programming by the people themselves coulđ also ensure listeners participation as this method has been useđ successfully in Ecuador. For a better listeners' participation , folk and cultural media could proviđe a cultural relevance to the area . The purpose of education in developing efforts should be functional and practical. Vocational education will be the basic concept of educational programs with the teachers' assistance in the areas of cognitive and vocatidnal training . On administrative level the strategy will propose a combination of top-down and bottom-up planning. It will attempt to decentralize the operational components so that an independent working should be insured. However , the task of initial planning and availability of funds will be entrusted to the concerned government department in the begmning. Though the sth Five Year Plan in the country has included iocal broadcasting during 1983-88, no practical steps have been taken to initiate small-scale broadcasting . 24 ) This new strategy provides a structure for such a project which reguires sincere efforts and innovative planning . The new communication strategy for rural đevelopment entails inf ormation , education and motivation as its objectives . An overall social change, however , will reguire mtensive and a long-term grassroots level approach incorporating different sectors anđ aspects related to social, political, economic and financial đecisions on the part of the government. Implementmg the strategy wouid be a far more difficult job than the conceptual planning. However , usmg conceptual dimensions as spelled out in the strategy , a practical perspective could be drawn according to conditions of the target area and available facilities .
