BORBA INTERVIEW: SALEM-AIT CHABAN, CHARGE D'AFFAIRS OF ALGERIAN EMBASSY IN BELGRADE

is a Symbol Pride and Resistance

Just one day after fhe beginning of NATO qggression on Yugoslavia, Algeria announced a declarofion in

which in denounced using of force in sefflin

the internafional laws, says Mr. Salem-Ait Chaban

By Rastko Jovetic

his year's celebrati-

| on of 45th anniver-

sary of Algerian re-

volution was marked by

the initiatives of the Prest-

dent of Algeria Abdelaziz Buteflica.

They are restoration of pcace and civil unity for which the Algerians, with a grcat majority, voted at tihe referendum of September 16 this year.

important part in that celebration was also the restoration of Algerian economy and increasıng oT international reputation of ıhis African state.

Thc first question Tor Mr Salem-Ait Chaban regarded the national reconciliation the Algerian people achieved after difficult and bloody experiences.

B: What was the price of national reconciliation and unity of Algerian people, S.S: National unity is ihe best cure the Algerian people could take in order to setile its internal problems itself.

Before we reached that unity, our people have sufTfered a lot during the past seven years. It was a national catastrophe in which there were around 100.000 dead and a million of indirect Victims.

In July, the Algerian Parliament adopted the Law on re-establishment of the civil unity, with no vote against.

· There are people who, from different reason, political, economic, social and ideological, or maybe out of despair, chose,to be outside the law, to be disobedient. Among them there are those who never committed any crime. They can return to their homes safely.

Then there is another category that is in custody.

Many of them have altee ady been released. They financed the terrorists, fed them, provided shelter, but never committed any crime, rapes or planted explosives at public places.

On behalf of the Algerian people, President Bute-

flica decided to pardon these men.

The third category Wishes now to fight all those who damaged Algeria and Islam. Every Algerian has the right to defend his country's reputation and one of the holy greatness, Islam.

Algerian people are trying to heal its wounds. For them the civil unity is the basic guiding principle of national reconciliation.

B: Did the Algerian

4it Chaban

terrorist organizations, like Suleiman Al-Mahrizis Armed Islamic Groups (GIA), have the support of USA?

S.S: These group had

earlier feely acted in seve-.

ral foreign capitals, especially in Western countries where they had their networks for propaganda, financing and purchasing of armament which was intended for terrorizing Algerian people.

Last month USA put Al-

Feelings of friendship between Yugoslavia and 4lgeria: Mr

gerian armed Islamic groups on a yearly list of world's main terrorist Organizations, banned on their territory. In any case, whatever help they get from abouad, the armed Islamic groups no longer have the same strength theyr had ihe before.

Anyway, some members

of those groups have definitely stopped their terrorist activity, surrendering weapons, ındividually or in groups, in order to eXer-

cise provision of the Law on civil freedom.

This operation shall continue until January 13 next year. So far more than 1.000 former terrorists spontaneously started to respect authority of the laws and the state.

B: Algeria is one of the rare Arab countries that condemned the recent NATO aggression on Yugoslavia. Do you eXxplain this stand by the fact that Algerian people

g of dispufes, especially when that use of force is confrary fo

had Yugoslav support in its fight against colonialism, or are there other reasons?

S.S: Indeed, Algeria was one of the first counties in the world to condemn NATO military action againts Yugoslavia.

In fact, in the declaration that the spokesman of Algerian Foreign Ministry announced one day after the beginning of the aggression, it is said that Algeria rejects using of force in settling of international disputes, especially when it is countrary to international laws, that the use of force can be decided only by UN Security Council, as the only responsible and authorized for preserving of world's peace and security.

Algeria shall never forget the dear help rendered by the Yugoslav people during its fight for nacional liberation.

After it got independence, Algeria and Yugoslavia established extraordinary relations, both in bilateral relations and on international level.

Yugoslavia is highly respected with the Algerian people, who in it see the symbol of pride, resistance and co-operation.

Il am convinced that the Yugoslavs share similar

"feelings towards the fri--.,

endly Algerian people.

I think I should stress.

that our Embassy in Belgrade is the only Algerian

iplomatic mission on the whole territory of former Yugoslavia. -

Additionally, our Embassy remained open during NATO aggression. Moreover, it served as an example to a great number other countries” embassies in Belgrade.

B: Why. did not other Arab countries follow Algeria's steps in support to Yugoslavia?

S.S: I have no right to talk for other countries, but I would like to remind you that there are Arab countries that cleary and completely supported Yugoslavia.

econstruction of the facilities and netRs of Power Company Elektroistok, the public company for distribution of electric power started duiring the aggression – says Eng. Miodrag Milosevic, Director of Elektroistok. . Elektroistok shall, by mid-November repair and put into operation all the damaged and newly purchased power distribution stations that will be at the level of.capacity as before NATO destruction. In other words. the installed power in 85 high-voltage power distribution stations shal be about 15,5 thousand MBA - explains Milosevic. na i VM He also says that the stability of operation of the whole network could not be established to the level that was before the NATO aggression, because a lot of partly repaired or old equipment has been installed. That equipment has its function but is a lot less secure. Nevertheless, it is secure enough for the electric power to be distrubuded. The decreased Security. according to Director Milosevic, may mean that there may be certain failures and shortages in supply, but the employees of Elektroistok are ready to repair eyerything quickly, just as they did under NATO bombs, under much more difficult conditions. The fourth phase of reconstruction, that envisages the preparation of the distribution nctwork for the winter season 200/2001, means that the old or partly repaircd OON should be replaced with the safe one and that the network safety level be raised to the level of before the aggression. Value of the works on reconstruction of Elektroistok that have so far been completed is roughly around 130 million German marks. Director Milosevic assesses that for the fourth phase over 50 million German marks will be needed. .

The funds for reconstruction, in the dinar part, were provided by the govemment of the

the federal government, i.e. National Bank of

Yugoslavia. :680 In the winter period We shall be able to distribute everything our power stations produce arid what comes from other sources. force was a violation of a fundamental provision of the U: N, : Chattet,.Zonč which guarantees the sovereignty of states and bans the use of force against the territorial integrity of countries.

The military attack on Yugoslavia was also against the will of a majority of the world populatin, since China and Russia openly opposed it, Christos set out.

NATO violated provisions of. the document of the Helsinki Conference on Security and Cooperation in Europe of Aug. 1, 1975. the Convention on the Prevention and Punishment of Genocide, signed in New York on Dec. 9, 1948. the London Agreement of Aug. 8, 1945, endorsed in U. N. Resolution 95 of Dec. 11, 1946, the U. N. International Convestin on Civil and Political Right of Dec. 16, 1996 and com-

mitted a series of crinmes under the Statute of the International Criminal Court which is in the process ol being founded.

Christos underscored that the. intemacional tribunal for the {former Yugoslav in the Haguč was set up under U. N. Security Concil Resolution 827. but that, under the U. N. Charter, the Security Council had no authority to Sct up courts of justicč.

"The tribunal haš no authority to try the leadership of Yugoslavia because It was ıllegaly set up and does not thereforč exist under internatiola law. The call for ihe *international trial” of a cOuntry's elected presideni has no precedent in thč world history and sets a dangerous historical prccedent in terms of futurč international institution O interes to the whole O mankind, Christos said.
