called WPEB , which is trying to do many of the same things we аге . But let's be speclfic about what WHCR is "trying to do" . These are our purposes as they were defined in our Charter , early in 1986: » to broadcast news , information , educational, and cultural programming which is responsive to the needs of our neighborhood and our campus communities , Harlem and the City College; • to encourage City College students , f aculty and staf f and community residents , to participate in the running of the station , both on the air and behind the scenes , by setting up many ways that these groups can have access to WHCR; • to serve as a positive force for community development and strengthening , and to serve as the voice of the City College of New YorK for our listening area; » to work with other organizations to build the cultural, educational anđ informationai f acilities of the community , so that residents can f ind, within Harlem and at the College the entertainment and intellectual stimulation they seek; • to relish controversy and diversity in what we broadcast , not shying away from đifficult and complicated topics and issues because they will cause "trouble" , but using our voice to present the many sides of issues so that our listeners can đecide for themselves; • to educate and train Communication students at the College for careers in broadcasting; • to become a model of a neighborhood radio station , supported by the community f inancially and through their efforts in our behalf , and to spreađ the model of neighborhood radio to others as a way to help local areas change , grow , and build themselves; • to reflect the history of our neighborhood , Harlem, and our home , the Clty College, by broadcasting programs which reflect the rich and long background of both in New York City . All this really means is that we want to become a, service for our neighborhood , one which helps create the opportunity for people in the neighborhood to work and play together . We feel that if the ordinary people in this community have the possibility to use WHCR to communicate with one another , and if the City College has in WHCR an academic and commumty relations aid , we will have succeeded in our рптагу purpose . We have a long way to go before we can meet those goals , but we feel we can, someday , with the help of our listeners, achieve those goals . Section Six ; THE STRUCTURE OF WHCR We have borrowed somethmg else, besiđes the sense of purpose described in the last section , from radio as it's done elsewhere . Our structure is guite different from commercial
